(overlays_at): New arg PREV_PTR.
Return previous overlay end.
(Foverlays_at): Pass NULL for last 2 args of overlays_at.
(Fnext_overlay_change): Pass new arg to overlays_at.
(Fprevious_overlay_change): New function.
